За результатами досудових розслідувань у низці кримінальних проваджень прокурори Львівської обласної прокуратури повідомили про підозри 18 особам, з них – 12 посадовцям органів виконавчої влади та місцевого самоврядування, а також службовим особам комунальних підприємств.

Загальна сума завданих збитків у зазначених кримінальних провадженнях (за ч. 5 ст. 190, ч. 4, 5 ст. 191, ч. 4 ст. 246, ч. 1, 2 ст. 364, ч. 2 ст. 364-1, ч. 3 ст. 365, ч. 1 ст. 366, ч. 2 ст. 367 КК України) становить 51 млн грн.

Зокрема, правоохоронці встановили факти розтрати бюджетних коштів, зловживання службовим становищем, підроблення службових документів та інших правопорушень.

Так, керівники двох районних адміністрацій безпідставно погодили проєктно-кошторисну документацію, в якій було штучно завищено вартість матеріалів для проведення ремонтних робіт після ракетного удару по Львову. Як наслідок підрядник незаконно заволодів коштами з місцевого бюджету загальною сумою понад 1,7 млн грн.

Підприємець, відповідальний за технічний нагляд, неналежним чином виконав свої службові обов’язки на будівництві у дитячому медзакладі Львівщини. Скориставшись його недбальством, директор підрядної фірми вносив фіктивні дані про обсяги робіт під час закупівель у період війни, що дало йому змогу привласнити майже 1 млн грн бюджетних коштів.

Посадові особи комунального підприємства уклали договір із підрядником на проведення аварійно-відновлювальних робіт водопроводу у Самборі. Фігуранти, зловживаючи службовим становищем, заволоділи понад 1 млн грн під час закупівлі робіт і послуг.

Директор приватної фірми поставив у Рава-Руську лікарню вугілля, якість якого не відповідала умовам договору. У такий спосіб він привласнив майже 1,7 млн грн бюджетних коштів.

Посадовець органу соцзахисту Стрийської РДА разом із підприємцем розтратили понад 2,1 млн грн. Гроші списували як компенсації за фіктивними договорами «Муніципальна няня».

Посадовець управління капітального будівництва Львівської ОВА неналежно здійснив технічний нагляд за виконанням робіт з реконструкції навчального закладу. Через його недбалість державному бюджету завдано збитків на понад 600 тис. грн.

Чотири посадовці державного лісогосподарського підприємства незаконно видали лісорубні квитки та організували рубку понад 9 тисяч дерев. Довкіллю завдано збитків на понад 42 млн грн.

Державний інспектор митного поста «Яворів» пропустив в Україну без митного оформлення товарів на 2,3 млн грн. Через це держава недоотримала податків і митних платежів на суму близько 750 тис. грн.

Заступника голови однієї з сільрад Львівщини викрили на зловживанні владою, внаслідок чого територіальній громаді завдано збитків на суму понад 300 тисяч гривень. В умовах воєнного стану посадовець привласнив кошти під час закупівлі антидронових рушниць.

На даний час готуються клопотання про обрання запобіжних заходів та вживаються заходи для відшкодування завданих збитків.

Досудове розслідування під процесуальним керівництвом Львівської обласної прокуратури здійснюють детективи ТУ ДБР, розташованого у місті Львові, а також слідчі слідчих відділів та слідчого управління ГУНП у Львівській області. Оперативний супровід забезпечують УСБУ у Львівській області, ТУ ДБР, розташоване у місті Львові, та обласне УСР ДСР Нацполіції України.

Примітка: відповідно до ст. 62 Конституції України особа вважається невинуватою у вчиненні злочину і не може бути піддана кримінальному покаранню, доки її вину не буде доведено в законному порядку і встановлено обвинувальним вироком суду.

In Lviv region the Prosecutor's Office along with other law enforcement officers exposed schemes of budget funds embezzlement.The amount of losses is UAH 51 million

Based on the results of pre-trial investigations in a number of criminal proceedings, prosecutors of the Lviv Regional Prosecutor's Office notified of suspicion 18 individuals, including 12 officials of executive authorities and local governments, as well as officials of municipal companies.

The total amount of damages caused in the above criminal proceedings (under Part 5 of Article 190, Part 4, 5 of Article 191, Part 4 of Article 246, Part 1, 2 of Article 364, Part 2 of Article 364-1, Part 3 of Article 365, Part 1 of Article 366, Part 2 of Article 367 of the Criminal Code of Ukraine) is UAH 51 million.

In particular, law enforcement officers established facts of embezzlement of budget funds, abuse of official position, forgery of official documents, and other offenses.

Thus, the heads of two district administrations unjustifiably agreed on design and estimate documentation, which artificially inflated the cost of materials for repair works after the missile strike on Lviv. As a result, the contractor misappropriated funds from the local budget totaling over UAH 1.7 million.

An entrepreneur responsible for technical oversight improperly performed his official duties at a construction site in a children's medical facility in Lviv region. Taking advantage of his negligence, the director of the contracting company entered fictitious data on the volume of works during procurement during the war, which allowed him to embezzle almost 1 million UAH of budget funds.

Officials of a municipal enterprise concluded a contract with a contractor to carry out emergency and restoration works on the water supply system in Sambir. The defendants, abusing their official position, seized over UAH 1 million during the procurement of works and services.

The director of a private company supplied coal to the Rava-Ruska hospital, the quality of which did not meet the terms of the contract. By this way, he misappropriated almost UAH 1.7 million of budget funds.

An official of the social security authority of the Stryi Regional State Administration together with an entrepreneur misappropriated over UAH 2.1 million. The funds was written off as compensation under fictitious "Municipal Nanny" contracts.

An official of the capital construction department of the Lviv Regional State/Military Administration improperly carried out technical oversight over the reconstruction works of an educational institution. Due to his negligence, the state budget suffered losses of over UAH 600 000.

Four officials of a state forestry enterprise illegally issued logging permits and organized the logging of over 9,000 trees. Damage to the environment amounted to over UAH 42 million.

The state inspector of the Yavoriv customs post allowed goods worth UAH 2.3 million into Ukraine without customs clearance. As a result, the state received about UAH 750,000 less in taxes and customs payments.

The deputy head of one of the village councils in the Lviv region was exposed for abusing his power, resulting in losses of over 300 thousand hryvnias to the local community. Under martial law, the official embezzled funds during the purchase of anti-drone rifles.

Currently,the motions for preventive measures are being prepared and the measures to compensate the damages caused are being taken .

The pre-trial investigation, under the procedural supervision of the Lviv Regional Prosecutor's Office is carried out by detectives of Territorial Department of the State Bureau of Investigation located in the city of Lviv, as well as investigators of the investigative departments and the Investigation Department of the Main Directorate of the National Police in the Lviv region. Operational support is provided by the Security Service of Ukraine Department in the Lviv region, Territorial Department of the State Bureau of Investigation located in the city of Lviv and Strategic Investigations Department in the Lviv region of Strategic Investigations Department of National Police of Ukraine.
