Установлено, що в СІЗО № 2 м. Таганрог Ростовської області була організована система репресивного поводження із утримуваними громадянами України, в тому числі цивільними особами. Серед потерпілих — відома українська журналістка Вікторія Рощина. Її затримали російські військові на тимчасово окупованій території Запорізької області та етапували до цього ізолятора.

Там вона зазнала системних катувань, побоїв, принижень, погроз, жорстких обмежень у доступі до медичної допомоги, питної води та їжі. Окрім цього, до неї застосовувалися фізичні покарання та психологічний тиск із вимогою співпраці з адміністрацією установи.

Під час досудового розслідування у кримінальному провадженні за фактом незаконного позбавлення волі, катування та вбивства на території рф української журналістки Вікторії Рощиної (за ч. ч. 1, 2 ст. 438 КК України) встановлено, що організував вчинення вказаних злочинів керівник СІЗО № 2 м. Таганрог.

За процесуального керівництва Офісу Генерального прокурора фігуранту повідомлено про підозру (заочно) за ч. 2 ст. 28, ч. 1 ст. 438 Кримінального кодексу України — жорстоке поводження з цивільним населенням, вчинене за попередньою змовою групою осіб.

Як зазначили прокурори, підозрюваний усвідомлював, що журналістка є цивільною особою, участь у збройному конфлікті не брала та має відповідний статус, гарантований їй міжнародним гуманітарним правом, однак свідомо порушив норми Женевської конвенції та інших міжнародних договорів.

За вчинене йому загрожує до 12 років позбавлення волі.

Досудове розслідування здійснюється слідчими Головного слідчого управління Національної поліції України. Наразі встановлюються всі особи, причетні до злочинів стосовно української журналістки.

The head of the pre-trial detention center № 2 of Taganrog of the Rostov region who organized the torture of journalist Victoria Roschyna was notified of suspicion 

It was established that the pre-trial detention center has № 2 of Taganrog of the Rostov region had organized a system of repressive treatment of detained citizens of Ukraine, including civilians. Among the victims — is the well-known Ukrainian journalist Victoria Roschyna. She was detained by the Russian military in the temporarily occupied territory of the Zaporizhzhia region and transferred to this detention center

There, she was subjected to systemic torture, beatings, humiliation, threats, severe restrictions on access to medical care, drinking water and food. In addition, physical punishment and psychological pressure were applied to her, demanding cooperation with the administration of the institution.

During the pre-trial investigation in the criminal proceedings on the illegal deprivation of liberty, torture and murder on the territory of the russian federation of Ukrainian journalist Viktoria Roshchina (under parts 1, 2 of Article 438 of the Criminal Code of Ukraine), it was established that the head pre-trial detention center No. 2 in Taganrog organized the commission of the above-mentioned crimes.

Under the procedural supervision of the Prosecutor General's Office, the person involved was notified of suspicion (in absentia) under part 2 of Art. 28, part 1 of Art. 438 of the Criminal Code of Ukraine — ill-treatment of the civilian population committed by a group of persons following a prior conspiracy.

As the prosecutors noted, the suspect had been aware that the journalist was a civilian, did not participate in the armed conflict and had the appropriate status guaranteed to her by international humanitarian law, but deliberately violated the norms of the Geneva Convention and other international treaties

He faces up to 12 years in prison for the crimes he committed.

The pre-trial investigation is carried out by investigators of the Main Investigative Department of the National Police of Ukraine. Currently, all persons involved in crimes against the Ukrainian journalist are being identified.
