Editioning of investigation materials

An important element of transitional justice in the context of the ongoing armed conflict with the Russian Federation is the right to truth, which encompasses both the necessity of documenting events and establishing historical truth, as well as fully and truthfully informing civil society about the course and consequences of the armed confrontation.

Forming an objective picture of events is extremely important; the public must be informed of the truth about the causes, circumstances, and consequences of the tragedy of August 2014.  

In order to ensure a sufficient level of publicity and transparency regarding the results of the investigation into the Ilovaisk tragedy, we have initiated the declassification of materials from the criminal proceedings concerning the organization and conduct of hostilities in the area of the city of Ilovaisk.

Considering that the resolution of these issues is beyond the competence of the prosecution and investigation authorities, the Main Investigative Department of the Security Service of Ukraine has already sent relevant requests for the declassification of documents to the General Staff of the Armed Forces of Ukraine, the Anti-Terrorist Center at the SBU, and the Department of Military Counterintelligence of the SBU for appropriate decisions to be made. At the same time, in accordance with the requirements of the legislation, this procedure is not quick and requires some time.

The publication of materials will occur after the declassification procedure is completed, in stages, while adhering to the legal requirements regarding state secrets and the secrecy of pre-trial investigations, specifically those documents that will allow society to assess the events of the hostilities in August 2014 in the area of Ilovaisk.
