Prosecutors of the Chernihiv Regional Prosecutor's Office, in cooperation with other law enforcement agencies in the region, have notified 29 individuals of suspicion, including former and current city leaders, local council deputies, heads of city council departments, the head of an educational institution, a forest master, former employees of a correctional colony, directors of companies, and entrepreneurs.

The total amount of damages caused exceeds 107 million UAH.

 Budget

- The Chief State Auditor-Inspector of the State Tax Service in the Chernihiv region committed unlawful actions during the sale of real estate belonging to a local joint-stock company, which was under tax lien, at a price significantly lower than the market value, resulting in damages of 13.1 million UAH.

- The head of the municipal housing and communal services department misappropriated nearly 3 million UAH of budget funds during road repairs in the city of Nizhyn.

- The mayor of one of the towns in the Korukivka district, abusing his official position, caused severe consequences amounting to over 1 million UAH during the procurement of above-ground monolithic shelters for the protection of the civilian population from shelling by the Russian Federation.

- The director of a limited liability company misappropriated budget funds during the construction and installation of alternative energy sources to ensure the uninterrupted operation of a communal heating and water supply enterprise, amounting to nearly 500 thousand UAH.

- The negligence of a specialist working on contracts for the communal enterprise of the Chernihiv City Council during the procurement of transformer oil to ensure the uninterrupted operation of the enterprise under martial law caused damages exceeding 750 thousand UAH.

- The director of a company misappropriated budget funds during restoration work on a historical and architectural monument of national significance in the National Historical and Cultural Reserve, amounting to 400 thousand UAH. An engineer in technical supervision is also suspected of negligence.

- The technical supervision engineer committed negligence during the construction of alternative energy sources to ensure the uninterrupted operation of the water supply and sewage communal enterprise, causing damages of over 220 thousand UAH.

Negligence

- The negligence of the state registrar of the CNAP of the Chernihiv City Council during the unjustified registration of ownership rights to non-residential premises for the company made it impossible to enforce court decisions on the forced collection of credit debt in favor of a banking institution, causing damages of 55.5 million UAH.

Education

- The director of a general education school misappropriated local budget funds by abusing her official position during the construction of a shelter for safe educational processes, causing damages of 1.5 million UAH.

- A local resident unlawfully occupied a land plot within the protection zone, which is in permanent use by the educational institution.

- The deputy head of the restoration and implementation of infrastructure projects of the Recovery Service in the Chernihiv region committed negligence during the repair of a children's institution damaged as a result of armed aggression by the Russian Federation, causing damages of over 2 million UAH.

Environment

- The forest master allowed the illegal felling of trees of various species in the forests of the Pryluky district during selective logging by officials of an agro-forestry enterprise, causing environmental damage amounting to over 1 million UAH.

- Three local residents, in collusion, carried out illegal logging of trees of various species in the forests of the Korukivka district of the Chernihiv region. Environmental damage amounted to approximately 1 million UAH.

- A manager and a driver of a private enterprise polluted the lands of the Chernihiv district with substances and waste harmful to human life and health by burying medical waste. Environmental damage is about 146 thousand UAH.

Land

- The head of the Urban Construction Department of the Chernihiv City Council abused his official position when granting the company the right to develop a land plot of communal property in the city of Chernihiv, amounting to 4.1 million UAH.

- The head of the department of the State Geocadastre in the Chernihiv region abused his official position when granting ownership of a land plot to a citizen of the Russian Federation in the territory of the Nizhyn district, with an area of 2 hectares, valued at 118 thousand UAH.

Unjustified Reservation

- The director of a limited liability company developed a criminal scheme for enrolling football players and managers of the football club into the company's staff, who did not participate in the company's activities, which in turn reduced the mobilization reserve of the Armed Forces of Ukraine and facilitated evasion from conscription for military service.

- The founder of several companies organized an illegal mechanism related to the reservation of 17 conscripted citizens of Ukraine by fictitiously enrolling them in daytime education.

Tax Evasion

- An entrepreneur reduced the total taxable income, evading tax payments by conducting non-commodity financial and economic operations with companies that exhibit signs of "fictitiousness." The amount of damages is over 4.6 million UAH.

War Crimes

- A serviceman of the Russian Armed Forces, while near a village in the Chernihiv district, attacked four civilians. One of the victims sustained a gunshot wound.

Collaborationism

- A former deputy of the duty assistant to the head of the institution of the investigative isolation ward and a former senior inspector for professional training of the personnel department of the State Institution "Northern Correctional Colony (No. 90)" voluntarily took positions in an illegally created law enforcement agency in the temporarily occupied territory of Ukraine.

Other

- The director of a state enterprise of the National Academy of Agrarian Sciences of Ukraine, using his official position to obtain unlawful benefits for another legal entity, sold corn grain from the 2023 harvest at undervalued prices, causing damages of 12.4 million UAH.

- A local individual entrepreneur was engaged in the sale of illegally manufactured tobacco products in the territory of the Pryluky district of the Chernihiv region.

Depending on the committed crimes, the actions of the suspects have been qualified under parts 1, 2 of Article 364, part 2 of Article 367, part 2 of Article 365-2, part 4 of Article 358, part 4 of Article 191, part 1 of Article 366, part 2 of Article 212, parts 1, 3 of Article 204, parts 2, 4 of Article 246, part 2 of Article 239, part 1 of Article 325, part 2 of Article 364-1, part 1 of Article 114-1, part 7 of Article 111-1, part 1 of Article 438, part 2 of Article 197-1 of the Criminal Code of Ukraine.

Requests for preventive measures and removal from office are being prepared.

Pre-trial investigations in criminal proceedings were conducted under the procedural guidance of prosecutors of the Chernihiv Regional Prosecutor's Office in cooperation with the Main Directorate of the National Police, the Main Directorate of the Security Service of Ukraine in the Chernihiv and Kherson regions, the Chernihiv Department of the Main Directorate of the National Police of Ukraine, and the Fifth Investigative Department (located in Chernihiv) of the Territorial Directorate of the State Bureau of Investigation, based in Kyiv.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
