Abuse of UAH 4.1 million in the construction of a car depot in Uzhgorod: the prosecutor's office has sent an indictment to the court in respect of an official of the City Council and a contractor

The Zakarpattia Regional Prosecutor's Office has sent an indictment to the court regarding an official of the Department of Urban Infrastructure of the Uzhhorod City Council and the director of a contracting organization for causing 4.1 million UAH in damages to the state budget during the construction of a transport base for the municipal enterprise "Uzhhorod Municipal Transport".

It has been established that despite the fact that the construction work at the site was not completed in full by the company, the director submitted forged documents about their actual completion, which were approved by the city council official. 

Based on these documents, the contractor was unjustifiably paid funds from the budget for allegedly completed work. According to the expert's conclusion, the amount of damages caused exceeds 4.1 million UAH.

The actions of the individuals involved have been qualified as follows:

- the official of the Uzhhorod City Council under Part 2 of Article 364, Part 2 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine — abuse of office and service forgery committed by a group of persons by prior conspiracy;

- the director of the contracting enterprise under Part 2 of Article 364-1, Part 2 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine – abuse of powers by an official of a legal entity of private law and service forgery committed by a group of persons by prior conspiracy.

The pre-trial investigation was conducted by detectives of the Territorial Department of the Bureau of Economic Security in the Zakarpattia region with operational support from the Security Service of Ukraine in the Zakarpattia region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
