The Zhytomyr Special Prosecutor's Office in court proved the impossibility of using the local military training ground for the extraction of subsoil

It has been established that the State Service of Geology and Subsoil of Ukraine conducted an electronic auction, as a result of which it sold a subsoil plot to a company with the issuance of a special permit for subsoil use.
The permit granted the subsoil user the right to extract sand near the city of Zhytomyr on defense lands, where a military training ground is located.
Since such actions not only contradicted the requirements of the legislation but also created risks regarding the country's defense capability, the Zhytomyr Specialized Prosecutor's Office in the field of defense of the Central region appealed to the Economic Court of the city of Kyiv with a lawsuit to recognize such actions as unlawful.
As a result, by the decision of the Economic Court of the city of Kyiv dated May 14, 2025, the results of the electronic auction for the sale of the special permit for subsoil use, the purchase and sale agreement of such a permit, and the permit itself were declared invalid.
Disagreeing with this court decision, the subsoil user filed an appeal.
However, by the ruling of the Northern Appeal Economic Court dated September 8, 2025, the decision of the first instance court was left unchanged, and the appeal was dismissed.
The Specialized Prosecutor's Office in the field of defense of the Central region prevented the use of the military training ground for purposes other than its intended use.
