Prosecutors in Dnipro have reported suspicions against an official of the Samariivska City Council and a technical supervision engineer from one of the companies for embezzling budget funds allocated for the reconstruction of shelters in educational institutions.
Their actions have been classified under part 4, 5 of Article 191, part 1 of Article 366 of the Criminal Code of Ukraine.
According to the investigation, in September 2023, the deputy head of one of the departments of the Samariivska City Council signed a contract with a controlled company for the reconstruction of four shelters in educational institutions in the city of Samari. The technical supervision engineer included knowingly false information in the acts of completed work – inflating the cost of the construction materials used and the volume of work.
The official, fully aware of the fictitious nature of the information in the acts, signed them, causing damages to the state amounting to nearly 7 million UAH. In this way, the participants in the scheme embezzled budget funds.
Within the framework of the criminal proceedings, other possible episodes of criminal activity and the involvement of other individuals are being investigated.
Law enforcement officers conducted a series of searches in the region, during which they seized computer equipment, financial and economic documentation, bank cards, and seals.
Under the procedural guidance of the Central District Prosecutor's Office of the city of Dnipro, the pre-trial investigation is being carried out by the Main Department of the National Police of the region with operational support from the Department of Strategic Investigations of the National Police of Ukraine.
