Prosecutors of the Lviv Regional Prosecutor's Office have completed the pre-trial investigation and sent indictments to the court regarding a resident of Kirovohrad region and two residents of Vinnytsia region.

The investigation established that in December of last year, in Kyiv region, the accused, following the instructions of a representative of the Russian Federation, was to plant an explosive device. Specifically, near the entrance to the premises where a volunteer formation of the territorial community is located. Subsequently, he was to detonate it remotely using a detonator.

To this end, the accused settled in a hotel near the agreed location of the crime. According to the instructions he received via the Telegram messenger from the representative of the aggressor state, he took two backpacks left in the corridor near the door of his room. One contained a homemade explosive device, and the other – military uniform of the Armed Forces of Ukraine.

The explosive materials were manufactured by two residents of Vinnytsia region, who had previously been recruited by a representative of the Russian Federation. Acting under his clear instructions, the women transported the explosive device to Kyiv region and planted it in a pre-designated location, so-called "cache," for further transfer to the direct executor.

Implementing the plan, the man changed into military uniform and took a taxi to the necessary address. Upon arriving at the location, he planted the explosives, which were disguised in a backpack.

However, thanks to the coordinated actions of law enforcement, the terrorist act in a public place was timely prevented.

All the accused are charged with treason, attempted terrorist act (Part 2 of Article 111, Part 2 of Article 15, Part 2 of Article 258). The man is additionally charged with attempted illegal acquisition, storage, and carrying of explosive substances and explosive devices (Part 2 of Article 15, Part 1 of Article 263 of the Criminal Code of Ukraine), while the women are charged with illegal storage and carrying of explosive substances and explosive devices, as well as illegal manufacturing of explosive substances and explosive devices (Part 1 of Article 263, Part 2 of Article 263-1 of the Criminal Code of Ukraine).

At the request of the prosecution, all the defendants are in custody.

The pre-trial investigation is conducted by the Security Service of Ukraine in Lviv region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
