The former "Minister of Education and Science of the People's Republic of China" was convicted for implementing Russian education standards in Luhansk Oblast

The head of the Luhansk regional prosecutor's office personally supported the public prosecution in court against the former "minister of education and science of the LPR," who implemented the education standards of the aggressor state (part 3 of Article 111-1 of the Criminal Code of Ukraine).

According to the investigation, from January 2021 to July 2022, the convicted individual organized the implementation of Russian educational programs in all educational institutions in the temporarily occupied territory of Luhansk. In particular, he signed a "memorandum of understanding" with the "Ministry of Education and Science of the Russian Federation," initiated orders for conducting the unified state exam of the Russian Federation in the "LPR," and convened a "meeting of the council of rectors."

The court found the accused guilty and imposed the maximum penalty provided by the article's sanction – 3 years of imprisonment with a ban on holding positions in government bodies and in the education sector for 15 years. The court proceedings took place in absentia, as the convicted individual is hiding in the temporarily occupied territory.

The special pre-trial investigation was conducted by investigators of the Main Directorate of the Security Service of Ukraine in the Donetsk and Luhansk regions.
