Under the procedural guidance of the Kherson District Prosecutor's Office, a pre-trial investigation has been initiated into the commission of a war crime (Part 2 of Article 438 of the Criminal Code of Ukraine).

According to the investigation, on October 31, 2025, around 11:00, the occupiers once again carried out a massive artillery shelling of Kherson. 

As a result of this attack, preliminary reports indicate that a man and a woman were killed. Eight other civilians sustained injuries and wounds. 

Information regarding the victims is being clarified. 

Prosecutors and police investigators are taking all necessary measures to document the war crimes committed by the Russian military.
