Under the procedural guidance of the prosecutor's office of the Kherson region, a pre-trial investigation has been initiated regarding the commission of war crimes (Part 1 of Article 438 of the Criminal Code of Ukraine).

According to the investigation, on October 21, 2025, Russian troops carried out another shelling of settlements in the Kherson region, using artillery and various types of drones.

Around 1:16–1:25 AM, Russian military attacked Kherson with seven drones, presumably of the "Shahed-136" type. As a result of hits on a residential building and an educational institution, four civilians were injured — two men aged 53 and 76, and two women aged 60 and 70.

During the day, in the village of Komyshany, the occupiers carried out an attack with an FPV drone on a civilian car, injuring three people — an elderly couple and a 56-year-old woman who were in the vehicle.
