Prosecutors of the Office of the Attorney General, together with investigators and operatives of the National Police of Ukraine, uncovered a large-scale scheme for the production of fake medical conclusions from the MSEC regarding the disability of close relatives of military personnel.
The forged documents allowed individuals to evade mobilization or illegally be discharged from service, effectively weakening the country's defense capability. The "certificates" were produced in a rented apartment using homemade equipment. The cost of one such "service" started at 2 thousand dollars, while the organizers' profit amounted to about 1 million hryvnias per month.
Two organizers of the scheme have been notified of suspicion for forgery and trafficking of documents and intentional obstruction of the activities of the Armed Forces of Ukraine (Part 1 of Article 114-1, Part 3 of Article 358 of the Criminal Code of Ukraine).
Four of their "clients" have been notified of suspicion for evading military service by means of document forgery (Part 4 of Article 409 of the Criminal Code of Ukraine).
Two more individuals have been charged with evading conscription during mobilization (Article 336 of the Criminal Code of Ukraine).
Over 50 searches were conducted in various regions of Ukraine, during which forged certificates for caring for people with disabilities and medical documentation were discovered and seized, which military personnel and conscripts attempted to use to avoid fulfilling their military duties.
Currently, the relevant territorial centers of the TCC and SP have been informed of the facts established by the pre-trial investigation, and prosecutors have initiated a verification of the legitimacy of the received deferments.
At the request of the investigator, agreed upon by the prosecutor, a preventive measure in the form of detention without the possibility of bail has been applied by the investigating judge to both organizers of the scheme.
For their actions, the individuals face a penalty of up to 10 years of imprisonment.
Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
