The basis for the Specialized Prosecutor's Office in the field of defense of the Central region to take representative measures was the violation of state interests, which consisted of the seller supplying low-quality property that negatively affected the effectiveness of logistical support and defense capability. 

It was established that in November 2022, the military unit entered into a contract with the company for the supply of winter kits and insulated jackets. After an examination, it was found that the clothing did not meet the requirements and could not be used for its intended purpose in the Armed Forces of Ukraine. 

The prosecutor's office appealed to the judges of the Commercial Court of Kyiv region, which on 06.11.2024 ordered the company to pay a fine of 5.03 million UAH. 

The company challenged the decision in the appellate court, which reduced the fine to 2 million UAH. However, on 06.10.2025, the Supreme Court annulled the appellate court's decision, upholding the initial fine in full.

In addition, the Specialized Prosecutor's Office in the field of defense of the Central region supports the state prosecution in a criminal proceeding against the head of the specified business entity for committing criminal offenses under part 5 of article 191 and part 1 of article 209 of the Criminal Code of Ukraine.
