In Odessa, the prosecutor's office is carrying out comprehensive work to provide people with free access to the Black Sea
14.08.2025
For Odesa, the issue of free access to the Black Sea coast is a painful one and has long remained unresolved. The fees for access to the beaches have effectively turned into an illegal business for certain individuals, including officials of various levels.
To restore citizens' free access to the coast and hold those responsible accountable, the prosecutor's office has initiated comprehensive measures.
There are initial results.
To date, thanks to the joint efforts of the prosecutor's office and other law enforcement agencies, part of the parking lots has been cleared of barriers for unhindered access for citizens to the beaches.
In particular, 9 barriers have been dismantled at the "Langeron," "Dolphin," 11th and 13th stations of the Great Fountain in Odesa, as well as in the village of Fontanka in the Odesa district.
This occurred within the framework of investigative actions during the investigation of criminal proceedings under part 2 of Article 364 of the Criminal Code of Ukraine (abuse of office) and under part 3 of Article 197-1 of the Criminal Code of Ukraine (unauthorized construction of structures on illegally occupied land plots), where facts of abuse by officials of the municipal enterprise "Odestransparkservice" and one of the departments of the Odesa City Council are being examined.
It concerns possible violations in the conclusion of contracts with entrepreneurs for the operation of parking lots, in which the actual area for parking cars was artificially underestimated, and barriers were illegally installed. Currently, with the involvement of surveyors, law enforcement officers are determining the actual area of the land plots that were actually used for parking.
The joint work of the prosecutor's office, the National Police, the Cybercrime Prevention Department, and the regional unit of the Security Service of Ukraine in this direction continues.
