In Odessa, 8 officials of the City Council and utility companies are suspected

The Prosecutor's Office of Odesa, together with the police, is conducting comprehensive measures to hold accountable local government officials and heads of communal institutions involved in the systematic embezzlement of budget funds.

As part of the investigation into a number of criminal proceedings, prosecutors have already notified eight officials of the Odesa City Council and the director of an enterprise of their suspicion.

Among them is the former head of the Capital Construction Department of the Odesa City Council, who is suspected of embezzling funds during the execution of contracts for the development of project documentation.

The engineer of technical supervision of the City Council's Capital Construction Department has also been charged with suspicion due to improper performance of duties during the oversight of the capital repair of the maternity hospital.

The head of the communal institution "Center for Financing and Economic Activity of Educational Institutions of the Kyiv District" has also been notified of suspicion, due to his official negligence which led to the unnecessary transfer of budget funds to a private firm.

The chief accountant of the KNP "Center for Primary Medical and Sanitary Assistance No. 4" is also implicated in illegal actions, having allowed the unlawful inclusion of VAT in the cost of purchasing medical equipment.

Separately, suspicion has been reported against the head, deputy, and engineer of the KP "Odesa Electrotechnical Operational and Installation Enterprise," who misused generators received from foreign partners and state bodies as humanitarian aid. Instead of providing for critical infrastructure facilities, they were used near restaurants, car washes, and private homes.

The officials are charged with embezzlement of budget funds, official forgery, and official negligence (parts 4, 5 of Article 191, part 1 of Article 366, part 1 of Article 367 of the Criminal Code of Ukraine).

The total amount of damages exceeds 7 million hryvnias.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
