According to the investigation materials, the head of the social expertise department of one of the military medical commissions in Dnipro, with the assistance of a civilian, established an illegal mechanism for evading mobilization. 

Thus, within the framework of the criminal proceedings, the following has been documented:

- the receipt of 60,000 UAH by the official for declaring a conscript unfit for military service and issuing the corresponding conclusion of the military medical commission;

- the provision of 2,000 USD to the deputy head of the military medical commission of one of the territorial centers for recruitment and social support in Dnipro for facilitating the referral of two individuals for additional medical examination to avoid mobilization;

- the offer to the same official of the military medical commission of another 9,000 USD for expediting the consideration of medical cases of 15 conscripts and their unhindered referral to the military medical commission, which was headed by the "necessary doctor" for further decision-making regarding the recognition of the mentioned individuals as unfit for military service. Part of this amount — 2,000 USD — was transferred.

In addition, within the framework of the criminal proceedings under Part 3 of Article 368, Part 3 of Article 369, Part 5 of Article 27, Part 3 of Article 368, Part 5 of Article 27, Part 3 of Article 368, and Part 1 of Article 114-1 of the Criminal Code of Ukraine, a number of searches were conducted at the places of registration and residence of the suspects, and about 70,000 USD, seals of medical institutions and doctors of Dnipro with signs of fictitiousness, and other evidence of illegal activities were discovered and seized.

Both suspects have been notified of suspicion by prosecutors of the Dnipro Specialized Prosecutor's Office in the field of defense of the Eastern region.

The pre-trial investigation and operational support are carried out by the Territorial Department of the State Bureau of Investigation in Poltava.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
