Under the procedural guidance of the Dnipropetrovsk Regional Prosecutor's Office, a group of individuals has been exposed for organizing a scheme to illegally transfer ownership rights to real estate using forged documents.
It has been established that the assistant of a private notary involved four other accomplices in the illegal activity: a real estate inventory technician, a state registrar from the executive committee, an entrepreneur, and a woman who produced forged documents.
The group members sought interested parties, checked the properties in the relevant databases and registries, produced technical passports, and based on fictitious purchase and sale agreements, re-registered apartments and houses, entering false information into the registries.
They also produced land-technical documentation and ensured the assignment of cadastral numbers to land plots, in order to remove land from the ownership of the territorial community.
During 2023–2024, the group illegally registered seven real estate objects to individuals who had no legal grounds. The damages caused to the state amount to 1.1 million UAH.
The actions of the suspects have been qualified under Part 5 of Article 190, Part 3 of Article 362, and Parts 3 and 4 of Article 358 of the Criminal Code of Ukraine.

The pre-trial investigation is being conducted by investigators of the Main Directorate of the National Police in the Dnipropetrovsk region with operational support from the Cybercrime Prevention Department of the Cyber Police of Ukraine.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
