19.08.2025
Prosecutors of the Kherson Regional Prosecutor's Office have sent an indictment to the court against three servicemen of the Russian Federation for the fact of cruel treatment of the civilian population (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine).
The investigation established that in April 2022, while in the temporarily occupied village of Shlyakhove in the Beryslav district, servicemen of the 34th Special Purpose Battalion of the 46th Separate Brigade of Operational Purpose of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation participated in the illegal detention and torture of local residents.
During the so-called "filtering measures," they detained a man and brought him to the seized building of the village council. There, the victim was brutally beaten, tortured, and subjected to mock executions with shots near his temple, shot in the leg, demanding information about cooperation with the Armed Forces of Ukraine.
Subsequently, the accused took the man to an open area, forced him to dig his own grave, and threatened to kill his family. Upon returning to his home, the military continued the abuse against his relatives – in particular, they interrogated and beat the victim's son with the butt of a rifle to the head, trying to ascertain his attitude towards the so-called "special operation" and possible service in the Ukrainian army. After searching the residence, the perpetrators left the scene.
The special pre-trial investigation was conducted by investigators of the Main Directorate of the National Police in the Kherson region. Operational support was provided by the Main Directorate for Combating Corruption and Organized Crime of the Security Service of Ukraine in the Kherson region and the Criminal Investigation Department of the Main Directorate of the National Police in the region.
