According to the investigation materials, an inspector of the Transcarpathian customs, in collusion with an accomplice – an employee of another law enforcement agency, established a scheme for the illegal exit of conscript-aged men from Ukraine outside official border crossing points.
According to the plan, the customs officer intended to smuggle two conscripted individuals to Romania outside official border crossing points. In addition, he guaranteed the fugitives, through his connections, to "legalize" their exit. The cost of such a service package was 16 thousand USD per conscript, of which he received 6 thousand USD as an advance.
The role of the accomplice was to ensure the unhindered transportation of the conscripts to the state border line and to accompany them throughout the journey.
Law enforcement officers apprehended everyone during the escort of the "clients" to the border and the receipt of another 26 thousand USD.
Depending on the actions committed, the men are charged with the illegal transportation of individuals across the state border, committed for selfish motives and for obtaining unlawful benefits for themselves or a third party by influencing the decision-making of a person authorized to perform state functions, and the offer or promise to exert such influence for the provision of such benefits (part 2, 3 of Article 332, part 2 of Article 369-2 of the Criminal Code of Ukraine).
The pre-trial investigation was conducted by investigators from the department (based in Uzhhorod), the Territorial Administration of the State Bureau of Investigation located in Lviv, with operational support from the Strategic Investigations Department in the Transcarpathian region and procedural guidance from the Transcarpathian Regional Prosecutor's Office.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
