The case of the mayor of Vyshhorod and the contractor was referred to the court

Prosecutors of Kyiv region have submitted an indictment to the court regarding the mayor of Vyshhorod and the director of a contracting organization. They were previously informed of suspicion of embezzling budget funds by abusing their official position (Part 5 of Article 191 of the Criminal Code of Ukraine).
At the beginning of the full-scale invasion, the Vyshhorod community planned to purchase two backhoe loaders for the needs of the local volunteer formation. This was to be universal equipment for digging trenches, moving soil, and other engineering works.
However, the order was given to a private company that did not have its own equipment, warehouses, personnel, or conditions to fulfill the contract. The investigation established that the cost of each unit was inflated by approximately 800,000 UAH, and the officials signed acceptance acts even before the actual delivery.
After that, funds were transferred to the company's accounts, resulting in the community losing over 1.6 million UAH. The excavators arrived only a few months later—when the need for them had already passed. Later, they were registered as community property and transferred to municipal enterprises.
Operational support was provided by employees of the Main Investigation Department in Kyiv region of the National Police of Ukraine and the Security Service of Ukraine in Kyiv and Kyiv region.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
