Prosecutors of the Vinnytsia Specialized Prosecutor's Office in the Defense Sector of the Southern Region have approved and sent to court an indictment against a deputy of the Vinnytsia Regional Council of the VIII convocation ‒ a serviceman of the Territorial Defense Forces of the Armed Forces of Ukraine, accused of evading military service and fraud.

The pre-trial investigation established that at the beginning of the full-scale invasion, the deputy was called up for military service. In November 2022, he misled his command by claiming the need to perform certain tasks related to attracting charitable assistance outside the military unit.

In reality, the deputy did not begin to fulfill his military service duties and left for his place of residence in the city of Tulchyn, Vinnytsia region. Thus, he effectively did not perform the duties assigned to him until May 2023, when his actions were exposed by law enforcement officers.

During this period, the accused illegally received monthly financial support and additional payments for servicemen. The total amount of illegally obtained funds is nearly 200,000 hryvnias.

The actions of the accused have been qualified under part 4 of Article 409 and part 2 of Article 190 of the Criminal Code of Ukraine, and he has been chosen a preventive measure in the form of detention with an alternative of bail in the amount of 242,000 hryvnias, which has been paid.

The pre-trial investigation was conducted by investigators of the Territorial Department of the State Bureau of Investigations in Khmelnytskyi, with operational support from the Security Service of Ukraine and the Criminal Investigation Department of the National Police of Ukraine in the Vinnytsia region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
