Prosecutors of the Chernivtsi Regional Prosecutor's Office have informed 10 officials of local self-government bodies, heads of communal institutions and enterprises, as well as officials of territorial bodies of central executive authorities about suspicion based on the results of pre-trial investigations in a number of criminal proceedings regarding abuse of office, embezzlement of budget funds, and other corruption offenses.

Thus, the village head of the Brusnytsia village council, abusing his official position, included a plot of land outside the community's boundaries into the community's land, seized property from one of the mobile operators, and unjustifiably transferred it to a third party.

The director and procurement specialist of the KNP "Khotyn Multidisciplinary Hospital" of the Khotyn City Council embezzled local budget funds during the purchase of air conditioners at inflated prices.

The village head of the Klishkivtsi village council, through official forgery, allowed the embezzlement of nearly 975 thousand UAH during the procurement of works for the construction of a sports ground, which were not completed in full.

The head of the capital construction and repair department of the infrastructure and landscaping department of the Chernivtsi City Council, according to the investigation, allowed the inflation of the cost of capital repairs of the inter-house passage, causing damage to the budget of over 694 thousand UAH.

The village head of the Kadubivtsi village council, during the capital repair of the school cafeteria, inflated the cost and volume of works, leading to the embezzlement of over 1 million UAH of budget funds.

The general director and leading specialist in public procurement of the KP "Chernivtsivodokanal" purchased a vehicle for transporting emergency repair crews at an inflated price, causing damages of over 1.2 million UAH.

The former head of the regional office of the State Geocadastre in the Chernivtsi region, acting in the interests of third parties, transferred land plots with a total area of over 1.4 hectares into private ownership beyond his authority, causing damages of over 2 million UAH.

In addition, the former head of the infrastructure, capital construction, and road operation department of the Chernivtsi Regional State Administration, currently the director of another state institution, allowed the embezzlement of nearly 2.9 million UAH of budget funds during the procurement of works to eliminate the consequences of natural disasters on local roads, which were not completed in full and at inflated prices.

The total amount of damages in the mentioned criminal proceedings under Part 4, 5 of Article 191, Part 2 of Article 28, Part 1 of Article 366, and Part 1, 2 of Article 364 of the Criminal Code of Ukraine, according to expert assessments, amounts to nearly 10 million UAH. Prosecutors are taking measures to recover the damages caused to the state.

Pre-trial investigations under the procedural guidance of prosecutors of the Chernivtsi Regional Prosecutor's Office in cooperation with the Main Directorate of the National Police in the Chernivtsi region, the Territorial Department of the Bureau of Economic Security in the Chernivtsi region, the Territorial Department of the State Bureau of Investigation located in the city of Khmelnytskyi – with operational support from the Security Service of Ukraine in the Chernivtsi region and the regional Department of the Criminal Investigation Department of the National Police of Ukraine, are ongoing.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
