Juvenile prosecutors of the Khmelnytskyi Regional Prosecutor's Office have submitted an indictment to the court against the head of the education, youth, and sports department of the Iziaslav City Council for the embezzlement of property committed on a large scale through the abuse of official position and under martial law, as well as for official forgery (Part 4 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine).

The investigation established that at the end of 2024, the education, youth, and sports department of the city council purchased a training complex for piloting drones.

Despite the fact that no sets were delivered by the winners of the procurement, the official confirmed the fulfillment of the contract conditions, as a result of which 775 thousand UAH was transferred from the budget.

The goods were delivered in full in January-February 2025 after the response of law enforcement agencies.

 The pre-trial investigation was conducted by investigators of the Main Directorate of the National Police in the region with the operational support of employees of the Cybercrime Prevention Department in the Khmelnytskyi region of the Cyber Police Department of Ukraine.

The sanction of Part 4 of Article 191 of the Criminal Code of Ukraine provides for punishment in the form of imprisonment for up to eight years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
