Prosecutors of the Kyiv City Prosecutor's Office, based on materials from the Main Department of the Security Service of Ukraine in Kyiv and the Kyiv region, have notified the former director of the Department for Social and Veteran Policy of the Kyiv City State Administration and three entrepreneurs of suspicion. They are suspected of misappropriating funds allocated from the Kyiv budget within the framework of the city program "Care. Towards Kyivans."

The entrepreneurs entered into contracts with the Department and received budget funds for providing social services to Kyiv residents who cannot take care of themselves.

However, it was found that a significant part of the funds was not spent on helping Kyiv residents, but was withdrawn from accounts under the pretext of renting offices, cars, and parking spaces, which were not used for the needs of the program participants. At the same time, false data was entered into the documents about services that were not provided, for example, the use of exercise bikes by bedridden patients. Thus, out of the UAH 150 million allocated under the program, the group members appropriated almost UAH 75 million.

It is reminded that in March 2025, suspicions in the same criminal proceedings were already served to the deputy and former deputy director of the Department of Social and Veteran Policy of the Kyiv City State Administration, the director of a private company, as well as an entrepreneur (former deputy director of the Kyiv City State Administration Department for Health), who, as part of an organized group, embezzled funds allocated for social assistance to Kyiv residents (part 5 of Art 191 of the Criminal Code of Ukraine, parts 1, 2 of Art 366 of the Criminal Code of Ukraine).

Currently, the actions of the former head of the Department have been qualified under part 5 of Art 191 of the Criminal Code of Ukraine, and he has been detained.

Three more entrepreneurs are suspected of misappropriating large amounts of funds under martial law (part 4 of Art 191 of the Criminal Code of Ukraine).

The issue of imposing preventive measures on the suspects is being determined.

The pre-trial investigation is being conducted by investigators of the Main Department of the Security Service of Ukraine in Kyiv and the Kyiv region under the procedural supervision of the Kyiv City Prosecutor's Office.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
