Prosecutors have submitted an indictment to the court regarding an organized group consisting of the director of the Vinnytsia branch of one of the enterprises of JSC "Ukrzaliznytsia," two of his deputies, and the chief accountant, accused of embezzlement of funds allocated for the payment of salaries to the branch employees in particularly large amounts, committed by an organized group, and for official forgery of documents (parts 2, 3, 5 of Article 27, part 5 of Article 191, part 1 of Article 366 of the Criminal Code of Ukraine). 

The pre-trial investigation established that four officials of the enterprise, having conspired, set up a scheme for the embezzlement of state funds in the spring of 2022. 

The accomplices unlawfully accrued additional payments to the basic salaries of employees, despite the decision of JSC "Ukrzaliznytsia" to limit the accrual of bonuses, one-time incentives, and other additional payments to employees not engaged in designated work during the period of martial law in Ukraine. 

Being aware of this and ignoring the regulatory procedures of the joint-stock company, the suspects monthly entered information into the primary accounting documents about the accrual of additional payments to the basic salaries of branch employees who were not engaged in designated work. 

Over more than 2 years, they issued over 22 million UAH in such "supplements," part of which they appropriated for their own benefit.

Within the framework of the criminal proceedings, authorized searches were conducted, during which accounting documents, computer equipment, and cash were seized. 

The property of the director and the chief accountant (real estate, vehicles, land plot) has been seized. 

During the investigation, the court applied preventive measures in the form of detention with the right to bail, which they posted.

Under the procedural guidance of the prosecutors of the Vinnytsia Regional and Vinnytsia District Prosecutor's Offices, the pre-trial investigation was conducted by investigators of the Vinnytsia District Police Department of the Main Directorate of the National Police in the Vinnytsia region, with operational support from the Security Service of Ukraine and the Main Investigation Department in the Vinnytsia region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
