Prosecutors of Luhansk region reported the suspicion of the head of the Municipal District in the LNR in the illegal alienation of citizens' property

The head of the Luhansk regional prosecutor's office has notified a citizen of Ukraine in absentia of suspicion of committing war crimes (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine).
According to the investigation, in October 2023, a resident of Holubivka was elected as the "head of the municipal formation of the city district of Kirovsk LNR" as a result of the "elections".
In the spring of last year, the "head of the LNR" signed a "law on the peculiarities of identifying, using, and recognizing the rights of municipal property of municipal formations of the 'LNR' on residential premises that have the characteristics of ownerless property, located on the territory of the 'LNR'."
According to this, the suspect accepted, signed, and implemented a decision to create a "commission" to survey residential real estate with signs of "ownerless property," to form a "register" of such objects, and to recognize private apartments and houses as "ownerless," which allowed for the seizure of private property from citizens of Ukraine, the lawful owners, without their consent, the provision of compensation, and in the absence of military necessity, and their subsequent transfer to so-called "municipal property".
As a result of the woman's actions, 25 residential premises and buildings of citizens were effectively recognized as ownerless throughout 2024.
Her actions violate the requirements of Articles 33 and 147 of the Fourth Geneva Convention and Article 46 of the Hague Convention, and constitute a war crime.
Currently, the issue of declaring the woman wanted and choosing a preventive measure is being resolved.
The pre-trial investigation is being conducted by investigators of the Main Directorate of the Security Service of Ukraine in the Donetsk and Luhansk regions.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
