The prosecutors of Kyiv transferred to the court the case of the heads of Kyivzelenbud, which demanded from the business of "discard

Prosecutors of the Kyiv City Prosecutor's Office have submitted an indictment to the court against the general director of the Kyivzelenbud municipal enterprise, his first deputy, and the deputy head of the capital investments department.

The pre-trial investigation established that the leaders of the municipal association created a criminal organization, involving subordinates to obtain "kickbacks" from entrepreneurs amounting to 15% of the total funds transferred by the municipal enterprise.

By signing a contract with Kyivzelenbud, entrepreneurs were offered to transfer money for signing acts of acceptance of completed works. At the same time, the actual volumes and quality of the work were not checked by the customers. Subsequently, contractors who agreed to such terms were given the opportunity to continue winning tenders and performing work for Kyivzelenbud.

Additionally, officials of the municipal association took necessary measures not to enter into contracts with business entities that refused to pay "kickbacks."

During the pre-trial investigation, 10 instances of offers to transfer money by members of the criminal organization and 5 instances of receiving illegal benefits amounting to over 3 million UAH were documented. The total amount of "kickbacks" that the organization members planned to receive under contracts in 2024, according to the pre-trial investigation, was at least 25 million UAH. This money was to be distributed among the officials of Kyivzelenbud.

The actions of the accused have been qualified under part 2, 3 of Article 255, part 3, 4 of Article 368 of the Criminal Code of Ukraine. They face up to thirteen years in prison with the deprivation of the right to hold certain positions or engage in certain activities, along with the confiscation of property. The indictment has been sent to the Shevchenkivskyi District Court of Kyiv for substantive consideration.

The pre-trial investigation was conducted by investigators of the State Bureau of Investigations in Kyiv with operational support from the Department of Strategic Investigations of the National Police of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
