Specialized prosecutors continue their work to uncover facts of corruption, abuse of office, and illegal use of military personnel, ensuring that punishment is inevitable for anyone who discredits military service.

Eastern Region. 

The Specialized Prosecutor's Office in the Defense Sector of the Eastern Region has sent an indictment to the court against a lieutenant colonel – the head of the housing and utilities service of one of the military units. He is charged with abuse of office and complicity in evading military service.

According to the investigation, during 2023–2024, the lieutenant colonel systematically involved two subordinate military personnel in construction and maintenance work at his private residence in Donetsk region. Additionally, they built a small architectural form for selling food products and street food, which was operated by the official's family.

The subordinates effectively did not perform their official duties but received full monetary support – 2.18 million UAH and 2.21 million UAH, respectively. The total losses to the state amounted to over 4.3 million UAH.

The official also concealed the absence of subordinates in the unit, facilitating their evasion of military service.

The pre-trial investigation and operational support were carried out by the Territorial Department of the State Bureau of Investigations in Kramatorsk.

Southern Region.

The Odesa Specialized Prosecutor's Office in the Defense Sector is investigating cases where military officials forced subordinates to build facilities instead of performing their official duties.

A number of criminal proceedings have been initiated for abuse of power (Part 1, 2 of Article 364 of the Criminal Code of Ukraine) and exceeding military official powers (Part 5 of Article 426-1 of the Criminal Code of Ukraine). In one case, a suspicion has been announced, and three indictments have been sent to court.

Central Region.

Prosecutors uncovered cases of illegal involvement of subordinates by commanders of military units in work unrelated to military service. Criminal proceedings have been initiated for articles on abuse of power (Part 2 of Article 364 of the Criminal Code of Ukraine), exceeding military official powers (Part 5 of Article 426-1 of the Criminal Code of Ukraine), and complicity in evading military service through deception (Part 5 of Article 27, Part 4 of Article 409 of the Criminal Code of Ukraine). Two indictments have been sent to court, and suspicion has been announced in another case.

Western Region.

Investigations were conducted into cases of illegal involvement of military personnel in work unrelated to military service, as well as obtaining illegal benefits, exceeding and abusing official powers by military command. Criminal proceedings have been initiated under Part 2 of Article 364, Part 5 of Article 426-1, Part 3 of Article 368, Part 5 of Article 27, Part 4 of Article 409 of the Criminal Code of Ukraine. Four indictments have been sent to court, and investigations are ongoing in two other criminal proceedings, with individuals being notified of suspicion. The total amount of damages to the state exceeds 9 million UAH.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
