Prosecutors of the Office of the Prosecutor General have reported suspicion against two participants of the terrorist organization "Donetsk People's Republic" for committing criminal offenses under Part 2 of Article 28 and Part 1 of Article 438 of the Criminal Code of Ukraine, namely: cruel treatment of the civilian population, committed by a group of persons in conspiracy and other violations of the laws and customs of war, as provided by international treaties, committed by a group of persons in conspiracy.
Both suspects voluntarily joined the terrorist organization "DPR" after 2014 and, as of 2021, held the positions of head of the counter-terrorism department and investigator of the so-called Ministry of State Security of the Donetsk People's Republic (hereinafter - "MGB DPR"), respectively.
It has been established that from March 10, 2021, to October 17, 2022, one of the suspects, to suppress resistance and intimidate pro-Ukrainian civilians, held a woman in prison for a month in the territory of a former insulation materials factory. This facility was used by "DPR" members since June as a place of unfreedom, known as "Isolation." There, in order to obtain a confession of cooperation with Ukrainian law enforcement agencies, the victim was tortured, including through sexual violence.
In addition, she was repeatedly taken to a wasteland, where they beat her, simulated strangulation, and threatened her with sexual violence.
As a result of the aforementioned actions, as well as threats regarding her children, the victim agreed to provide them with incriminating testimony to fabricate a criminal case against her.
After that, the head of the counter-terrorism department and the investigator of the "MGB DPR," together with others, repeatedly conducted interrogations of the victim, during which, in cases of her denial of involvement in the alleged crimes, they applied physical violence against her in the form of beatings by each of them.
Currently, the pre-trial investigation is ongoing, and necessary investigative actions are being carried out.
The pre-trial investigation is being conducted by investigators of the Main Investigative Department of the National Police of Ukraine.
