It has been established that from July 2024 to September 2025, without the necessary permits and licenses, the head of the limited liability company and his subordinate set up four complexes for the processing of solid household waste, where tires were burned and waste was dumped into the ground.

The head of the company was also responsible for selecting employees and organizing equipment repairs. Another suspect ensured control over the production process.

During the searches, elements of the illegal production line and storage containers were seized. The results of soil and water sample analysis, as well as measurements of the contaminated area, confirmed that the environment was harmed to the tune of about 4 million UAH.

Under the procedural guidance of the Khmelnytskyi Regional Prosecutor's Office, the head of the company has been notified of suspicion of illegal fuel production committed by a group of individuals in conspiracy, as well as land pollution with substances and waste that created a danger to the environment and caused severe consequences (Part 2 of Article 28, Part 2 of Article 204; Part 2 of Article 239 of the Criminal Code of Ukraine).

His accomplice is charged with illegal fuel production committed by a group of individuals in conspiracy (Part 2 of Article 28, Part 2 of Article 204 of the Criminal Code of Ukraine).

The pre-trial investigation is being conducted by the Main Directorate of the National Police, with operational support from the employees of the Criminal Investigation Department in the Khmelnytskyi region of the National Police of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
