He paid the salary of a mobilized employee of the Kyiv City Council apparatus and contributed to him in evasion

Under the procedural guidance of prosecutors from the Kyiv City Prosecutor's Office, an indictment has been sent to court regarding the former deputy mayor of Kyiv – the secretary of the Kyiv City Council, a deputy of the Kyiv City Council of the IX convocation.

It is reminded that he is suspected of official negligence, that is, improper performance of official duties by a public official due to a negligent attitude towards them, which caused serious consequences (part 2 of Article 367 of the Criminal Code of Ukraine) and of aiding a serviceman in evading military service, committed under martial law, by prior conspiracy of a group of persons (part 5 of Article 27, part 4 of Article 409 of the Criminal Code of Ukraine).

It has been established that the official, in 2022-2023, contrary to Article 119 of the K3pP, unjustifiably calculated and paid a salary to an employee of the Kyiv City Council apparatus, who was serving in the military, in the amount of almost 700 thousand hryvnias. At the same time, this employee, having joined the Armed Forces of Ukraine, was receiving monetary support as a serviceman.

In addition, the suspect official sent a letter to the Kyiv City Military-Civil Administration requesting to assign the mobilized employee to work in the Kyiv City Council.

Thus, the mobilized individual effectively evaded military service, did not report to the military unit, and did not perform any tasks related to the defense of Ukraine. The indictment against him is already under consideration in court.  

The sanctions of the articles provide for punishment in the form of imprisonment for a term of 5 to 10 years.

The pre-trial investigation was conducted by investigators of the TUI DBR in the city of Kyiv under the procedural guidance of the Kyiv City Prosecutor's Office. 

Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
