Prosecutors of the Pechersk District Prosecutor's Office in Kyiv have informed the head of the Specialized Communal Enterprise "Kyivtelezservis" of suspicion based on materials from the State Bureau of Investigation in Kyiv. He is suspected of improper performance of official duties during the procurement of communication equipment.

It has been established that in 2023, the Specialized Communal Enterprise "Kyivtelezservis," which is subordinate to the Department of Information and Communication Technologies of the Kyiv City State Administration, and a private enterprise signed a contract for the supply of communication equipment to provide wireless Internet connections for a total amount of 144 million hryvnias.

At the same time, the head of the department did not properly conduct a price monitoring, resulting in the equipment being purchased at inflated prices. The supplier was paid more than 20.5 million hryvnias above the market value of the equipment, causing losses to the territorial community of the city of Kyiv in that amount.

The actions of the head of the department have been qualified under Part 2 of Article 367 of the Criminal Code of Ukraine - official negligence, that is, improper performance of official duties by an official due to a negligent attitude towards them, which caused severe consequences for the state interests protected by law.

The sanction of the article provides for punishment in the form of imprisonment for a term of 2 to 5 years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years, and a fine ranging from two hundred fifty to seven hundred fifty non-taxable minimum incomes of citizens.

The pre-trial investigation is being conducted under the procedural guidance of the Pechersk District Prosecutor's Office in Kyiv by investigators of the Pechersk Main Directorate of the National Police in Kyiv, with operational support from the State Bureau of Investigation in Kyiv.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
