Over UAH 4.8 million for generators was overpaid. Prosecutors reported suspicion to the Director of the KSCA Department

The director of one of the departments of the Kyiv City Council (Kyiv City State Administration) has been notified of suspicion of official negligence, as a result of which the department purchased diesel generators from January to April 2023, overpaying by 4.8 million hryvnias. 

The actions of the suspect have been qualified under part 2 of Article 367 of the Criminal Code of Ukraine.

The individuals responsible for the procurement, who were under the director's supervision, did not conduct a price monitoring of the generators during their wholesale purchase. Price inquiries were sent to three companies, despite the fact that, according to open data, other suppliers offered lower prices. 

The most expensive generators were purchased at a price of over 390 thousand hryvnias each, while their cost could have been 320 thousand hryvnias. A wholesale batch of other generators was acquired for nearly 90 thousand hryvnias each, while the price from other suppliers was 76 thousand hryvnias.

According to the results of the examination, the losses incurred to the capital's budget due to the purchase of generators at inflated prices amount to over 4.8 million hryvnias. 

Currently, prosecutors have prepared a motion to the court for the suspension of the suspect from office. 

Under the procedural guidance of the Podil District Prosecutor's Office of Kyiv, the pre-trial investigation is being conducted by the police department in the metro of the Main Directorate of the National Police in Kyiv, with operational support from the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv region. 

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
