In Transcarpathia, the prosecutor's office coordinates systematic efforts to combat the shadow circulation of excise goods, which causes significant losses to the state budget. In collaboration, law enforcement uncovered a group of individuals in October 2025 who organized the production and sale of counterfeit alcoholic beverages and tobacco products.

According to the investigation, they established illegal production and distribution of counterfeit products, including counterfeit cigarettes and liquor products, through the local retail network.

During searches at the storage locations and residences of the individuals, counterfeit products and means worth over 2 million UAH were discovered and seized. The identification of all those involved in the illegal activities is ongoing.

The legal qualification in this case includes the production or sale of counterfeit excise tax stamps, illegal production and sale of excise goods, as well as the legalization of property obtained through criminal means (Part 1 of Article 199, Parts 1 and 2 of Article 204, Part 1 of Article 209 of the Criminal Code of Ukraine).

The pre-trial investigation is conducted by the Territorial Administration of the Bureau of Economic Security in the Transcarpathian region, under the procedural guidance of the Transcarpathian Regional Prosecutor's Office. Operational support is provided by the Security Service of Ukraine in the Transcarpathian region and the 27th Border Detachment of the State Border Guard Service of Ukraine.
