Under the procedural guidance of the Volyn Specialized Prosecutor's Office in the field of defense of the Western region, a former military officer – an advisor to the mayor, who, together with accomplices, established a mechanism for the illegal obtaining of deferments from mobilization, has been exposed and detained.
According to the investigation, the 47-year-old man organized a group of four individuals that provided "services" to conscripts for a monetary reward – 2,500 US dollars.
The suspect, who previously held managerial positions in district military enlistment offices, used personal connections and influence to resolve military registration issues. He promised "clients" the entry of false data into the electronic system "Oberih" and removal from the wanted list.
He involved two employees from one of the city council departments in his illegal activities, one of whom is his wife. She coordinated the actions of the participants and monitored the execution of tasks. The second employee produced fictitious documents with forged information about the registration of conscripts.
A 24-year-old nephew of one of the accomplices was also involved in the scheme, who sought out clients and conducted meetings and negotiations with them.
All four participants have been exposed and detained. They have been notified of suspicion under Part 2 of Article 28, Part 3 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence committed by a group of individuals).
Currently, prosecutors have submitted a motion to the court regarding the selection of preventive measures for them and their suspension from performing official duties. The possible involvement of other individuals in the illegal activities is being established.
The pre-trial investigation is being conducted by the Security Service of Ukraine in the Volyn region, based on materials from the Security Service and operational support from the Main Directorate of the National Police in the Volyn region.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
