Under the procedural guidance of the Vinnytsia Regional Prosecutor's Office, a suspicion has been announced against the acting head of one of the departments of the Haysyn City Council and the director of a private enterprise.

According to the investigation, in 2023, the official, in collusion with the entrepreneur, organized the embezzlement of budget funds intended for the capital repair of a road in the city of Haysyn. The project and estimate documentation repeatedly included artificially inflated prices for construction materials, after which the parties signed acts of completed work with false information.

As a result of these actions, the budget suffered losses totaling over 3.5 million UAH.

They are charged with embezzlement of property through abuse of office, committed repeatedly, by prior conspiracy of a group of persons, including in particularly large amounts and under martial law (Part 4, Part 5 of Article 191 of the Criminal Code), as well as aiding and abetting in the commission of these crimes (Part 5 of Article 27, Part 4, 5 of Article 191 of the Criminal Code of Ukraine).

The sanction of the article provides for punishment in the form of imprisonment for a term of 7 to 12 years, with deprivation of the right to hold certain positions or engage in certain activities for up to 3 years and with confiscation of property.

The pre-trial investigation is conducted by the Main Investigation Department of the National Police in the Vinnytsia region, with operational support from the Security Service of Ukraine in the Vinnytsia region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
