In Odesa, law enforcement agencies warned of a terrorist attack that was to take place in Izmail

Prosecutors of the Odesa Regional Prosecutor's Office have reported suspicion against a 27-year-old native of Izmail for attempting to commit a terrorist act (Part 3 of Article 15, Part 2 of Article 258 of the Criminal Code of Ukraine).
At the request of the prosecutors, the suspect has currently been taken into custody.
According to the investigation, in September 2025, the man, following the instructions of representatives of an enemy country and for a monetary reward, manufactured improvised explosives to blow up the Izmail Military Recruitment Center and Social Security Office.
The suspect purchased household components, including metal nuts as shrapnel elements, and received instructions via “Telegram” from a Russian curator regarding the proportions of the explosives, the method of activation, and preparation.
It was planned that the explosive device would be triggered after a phone call.
If the criminal plan had been realized, the explosion could have resulted in the death and injury of military personnel and law enforcement officers. The future terrorist act was intended to be publicly highlighted on the Internet as an achievement of the enemy.
Thanks to the prompt actions of the SBU employees, the crime was prevented, the man was exposed and detained, and the improvised explosives were neutralized.
During a search at his residence, law enforcement officers seized equipment and components for making the explosive device, as well as a mobile phone with evidence of communication with representatives of the aggressor state.
The pre-trial investigation in the criminal proceedings is being conducted by the SBU in the Odesa region.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
