Prosecutors of the Lviv Specialized Prosecutor's Office in the Defense Sector of the Western Region, together with investigators from the Territorial Department of the State Bureau of Investigation in Lviv, uncovered a criminal scheme for the procurement of generators at inflated prices for the needs of a military unit.

In the fall of 2022, the commander, the acting head of the electrical service of the military unit, and a civilian selected two fictitious companies as suppliers of generators for the military unit. These firms had neither technical capabilities nor warehouses, did not engage in real economic activity, and their leaders were formally registered individuals.

In the documentation, the suspects provided false information about the cost of the equipment – the prices significantly exceeded the market average. They entered into contracts for the supply of 152 generators with a total value of over 31 million UAH. 

According to the expert conclusions, the state overpaid by more than 18 million UAH.

During the searches, financial documents, rough notes, and private correspondence were seized, confirming the involvement of the mentioned individuals.

Accomplices were identified and detained in accordance with Article 615 of the Criminal Procedure Code of Ukraine. The actions of the commander and his subordinate were qualified as abuse of power in a state of martial law, while the civilian's actions were classified as aiding and abetting the commission of this crime. The suspects have been informed of the charges against them.

Preventive measures in the form of nighttime house arrest have been chosen for all participants in the criminal scheme, and the commander has been suspended from performing his official duties. 

Prosecutors disagree with the chosen preventive measure, considering it too lenient, and are appealing it in the appellate court. 

At the same time, other individuals involved in the illegal scheme are being identified. Prosecutors are taking measures to recover the damages caused to the state.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
