The Specialized Prosecutor's Office for Defense of the Central Region, together with the Economic Security Bureau and the military counterintelligence of the Security Service of Ukraine, notified of suspicion the chief accountant of one of the military units and an entrepreneur. They are charged with misappropriation of property through abuse of official position (part 5 of Art 191 of the Criminal Code of Ukraine).

According to the investigation, in 2023–2024, the suspects organized a scheme to embezzle funds allocated for defense needs. Through sole proprietorships under their control, they created artificial competition in tenders by submitting bids with inflated prices. Based on the tenders, contracts were concluded between the military unit and the sole proprietorships for the supply of quadcopters and components — night vision cameras, batteries, remote controls, etc.

According to the investigation, a total of seven contracts worth UAH 15 million were concluded. The amount of damage caused is UAH 1.9 million.

Prosecutors filed a motion with the court to arrest the suspected military officer. The entrepreneur is to be placed on the wanted list — he was served with a notice of suspicion in absentia.

The sanction of the incriminated article provides for up to 12 years of imprisonment with confiscation of property.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of a crime and cannot be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court verdict.

In the Kyiv region, a scheme for procurement quadcopters at inflated prices from “needed” sole proprietors was exposed. The losses to the state amount to almost UAH 2 million.
