The mayor of Vyshgorod and the director of the contracting organization reported suspicion of waste of more than UAH 6.6 million of budgetary funds

Under the procedural guidance of prosecutors from the Kyiv Regional Prosecutor's Office, the mayor of Vyshhorod and the director of the contracting organization have been notified of suspicion of embezzling budget funds through abuse of office (Part 5 of Article 191 of the Criminal Code of Ukraine).

Procurement of "defense" equipment

In the first months of the full-scale invasion by the Russian Federation, officials of the city council organized the purchase of two backhoe loaders worth 7.8 million UAH under the pretext of meeting the needs of a volunteer formation.

The investigation established that the equipment was purchased through a controlled company that had neither its own capabilities nor financial resources to fulfill the contract. The purchase price was inflated—by approximately 800,000 UAH for each unit of equipment.

Despite this, acceptance-transfer acts were signed, and funds were transferred from the local budget. In fact, the equipment arrived only after several months and was then accounted for on the balance sheets of municipal enterprises.

As a result of these actions, the community budget suffered losses of over 1.6 million UAH.

Paid but unperformed works

Another episode concerns the dredging works of the stormwater drainage pond in Vyshhorod.

According to the investigation, the mayor, fully aware of the non-performance of the contracted works, signed acceptance acts and initiated the transfer of funds to the contractor.

Thus, over 5 million UAH was illegally withdrawn from the local budget to the company's account.

Operational support was provided by employees of the Main Investigation Department in Kyiv Region of the National Police of Ukraine and the Security Service of Ukraine in Kyiv and Kyiv Region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
