The scattering of almost 9 million UAH on shelters: in Kharkiv region reported suspicions

In the Kharkiv region, prosecutors are systematically working to uncover abuses in the arrangement of protective structures for educational institutions in the area. During the investigations, several corruption schemes were identified, as a result of which the state suffered losses amounting to approximately 9 million hryvnias.
According to the investigation, a resident of Poltava, the director of several limited liability companies, systematically provided false information in official documents related to the execution of work on the arrangement of shelters in educational institutions in Kharkiv region. It was established that the same design solutions were reused and presented as new. As a result of these illegal actions, the state incurred losses of about 7.5 million hryvnias. Prosecutors of the Nemishlyansky District Prosecutor's Office of Kharkiv have approved and already sent an indictment to the court against the director of the LLC. He will be tried for the appropriation of someone else's property by abusing his official position, committed under martial law in particularly large amounts, as well as for issuing knowingly false official documents (Part 5 of Article 191 and Part 1 of Article 366 of the Criminal Code of Ukraine). The case will be considered by the Industrial District Court of Kharkiv.
In addition, law enforcement officers documented another case of violations in the specified area. According to the investigation, the head of the education department of one of the city councils in the Kharkiv region improperly performed her duties when concluding and monitoring the execution of contracts for the development of project and estimate documentation for the construction of shelters in educational institutions.
As in the previous case, the contractor resubmitted previously created project documentation as new and inflated the amounts.
The official, without verifying the legality of the acts of completed work and their compliance with the actually performed volumes and costs, signed them and certified them with a seal. As a result, more than 1.3 million hryvnias were excessively transferred from the budget.
Under the procedural guidance of the Kharkiv Regional Prosecutor's Office, she was informed of suspicion of official negligence that caused severe consequences to state interests (Part 2 of Article 367 of the Criminal Code of Ukraine). The contractor was previously notified of suspicion. He is accused of appropriating someone else's property by abusing his official position, committed in particularly large amounts under martial law (Part 5 of Article 191 of the Criminal Code of Ukraine). The investigation is ongoing.
The pre-trial investigation is being conducted by the Main Directorate of the National Police in the Kharkiv region with the operational support of the Security Service of Ukraine in the Kharkiv region.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
