Under the procedural supervision of the prosecutors of the Zhytomyr Regional and District Prosecutor's Offices, 28 persons from among local self-government bodies, municipal institutions, enterprises and contracting organizations were notified of suspicion. Among the suspects:

- The former head of the State Land Agency in the Kirovohrad region, directors of Collective agricultural enterprise «Ksaverivske», Collective agricultural enterprise «Barvinkivske» and «Barvinkivske» LLC, and 4 other accomplices who misappropriated 152 plots of land of the Malyn and Chopovytska communities with a total area of 1,747 hectares, worth UAH 15.5 million;

- Head of the Zhytomyr City Council and directors of «Zhytomyrvodokanal» ME and «Zvyagelvodokanal» ME, who overestimated the cost of purchasing electricity in the amount of UAH 6.9 million;

- Head of the department of the Oliivka village council, due to whose actions 3 plots of land with a total area of 3.5 hectares were illegally transferred into ownership, causing damage of UAH 5.3 million;

- Deputy of the Zhytomyr City Council, who did not declare property worth UAH 4.8 million;

- Directors of the lyceum and LLC (contractor), who during the overhaul of part of the lyceum building of the Ovrutskа community misappropriated UAH 1 million;

- Former director of the branch of «State Food and Grain Corporation of Ukraine» Chernyakhiv elevator» JSC, which misappropriated sunflower grain in the amount of UAH 913,000;

- Four employees of «Kombinat «Record» SE, who fictitiously registered employees and misappropriated the company's funds in the amount of UAH 835,000;

- Head of the department of the Stanyshivka village council, whose official negligence in the disposal of forest fund lands led to losses in the amount of more than UAH 600,000;

- Director of the LLC (contractor), who misappropriated UAH 620,000 of budget funds when installing windows in a pre-school education institution and legalized budget funds in the amount of UAH 400,000 when replacing windows in a professional construction lyceum;

- Director of «Zvyagelservice» ME, who embezzled UAH 366,000 during the repair of the city cemetery;

- The head of the Golovkivka village council, which entered false information into the lease agreement for a plot of land with an area of 100 hectares, worth UAH 436,000;

- General Director of «Korosten City Hospital» ME, who misappropriated UAH 434,000 of state funds from the National Health Service as compensation for the treatment of patients after strokes;

- An official of the Malyn City Council, who demanded and received UAH 35,000 for non-interference in the legal activities of the private entrepreneur regarding the removal of forest plantations.

- Two directors of an LLC (contractor) who misappropriated over UAH 400,000 during the reconstruction of a kindergarten in the village of Chopovychi.

Within the framework of criminal proceedings, damages of more than UAH 33 million, almost UAH 5 million – value of undeclared property, UAH 400,000 – legalized budget funds were established.

The actions of the suspects are qualified under part 4 of Art. 190, part 2, 4, 5 Art. 191, part 1 of Art. 209, part 1, 2 Art. 364, part 1 of Art. 366, part 2 of Art. 366-2, part 1, 2 Art. 367, part 3 of Art. 368 of the Criminal Code of Ukraine.

Prosecutors are preparing motions for the selection of preventive measures and the suspension of suspects from their positions. Measures are being taken to compensate for the damage caused.

In addition, an indictment was sent to trial against three persons – deputy directors of a private enterprise from the city of Dnipro and acting director of a state-owned enterprise in Zhytomyr Oblast. They were detained while receiving an unlawful benefit of UAH 1.4 million for the unhindered use of land of more than 300 hectares (part 5, Art 27, part 4, Art 368-3 of the Criminal Code of Ukraine).

The pre-trial investigation is carried out in interaction with the Main Department of National Police, Security Service of Ukraine Department, Economic Security Bureau and Strategic Investigations Department in the Zhytomyr region.

Note: Pursuant to art. Article 62 of the Constitution states that a person shall be presumed innocent of a crime and shall not be subjected to criminal punishment until his guilt has been proved legally and established by a guilty verdict of the court.
