The former Deputy Mayor of Irpin was reported suspicion of illegal seizure of communal property

Under the procedural guidance of prosecutors from the Kyiv Regional Prosecutor's Office, in conjunction with police investigators, the former deputy mayor of Irpin has been notified of suspicion of abuse of office (part 2 of Article 364 of the Criminal Code of Ukraine) and legalization of property obtained through criminal means (part 1 of Article 209 of the Criminal Code of Ukraine).
According to the investigation, in 2019, the official organized the illegal removal of a land plot and a boiler house from communal ownership in the central part of Irpin.
Using his official powers, he involved subordinates and close associates to implement the scheme. The director of the communal enterprise, who was a close friend of his, prepared documents claiming the building was unfit for operation. Based on these documents, the city council approved its demolition, even though the object remained in satisfactory condition.
Subsequently, the suspect used his assistant's personal documents without her knowledge. Documents were prepared in her name for the allocation of the land plot into private ownership — initially "for the construction of garages," and later the purpose was changed to office development - an additional floor was built, and renovations were carried out.
The ownership was registered in the name of the assistant, after which, at the direction of the former official, she entered into a purchase and sale agreement.
As a result, the office space and land plot were transferred to the ownership of individuals close to the former official.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
