Prosecutors of the Kherson Regional Prosecutor's Office have submitted an indictment to the court against the so-called "head of the criminal investigation department of the Ministry of Internal Affairs of the Russian Federation in "Hornostayivka." He is accused of cruel treatment of the civilian population, committed by a group of individuals in conspiracy (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine).

The investigation established that in June 2023, the accused, together with servicemen of the Russian Armed Forces, arrived to conduct a "search" at the residence of one of the residents of occupied Hornostayivka.

After beating the man, the occupiers detained him and his wife and brought them to the seized premises of the local police unit. There, the accused personally conducted the interrogation, trying to obtain information from the victims about possible cooperation with the Ukrainian defense forces. After several hours of pressure, the couple was released.

The special pre-trial investigation in the criminal proceedings was carried out by investigators of the Main Investigation Department of the National Police of Ukraine in the Kherson region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in the manner prescribed by law and confirmed by a guilty verdict of the court.
