Prosecutors of the Kyiv City Prosecutor's Office have notified the head of the board of the Public Joint Stock Company "Kyivspetstrans" of suspicion of official negligence.

It has been established that the suspect, as the head of the enterprise providing waste collection services, allowed the import, storage, and accumulation of bulky, construction, and other waste on land plots covering 12 hectares, which were not designated for landfills.

Part of this land consists of agricultural land and green zones belonging to the territorial community of the city of Kyiv. Some of them are used by a private business entity and are in communal ownership. For a long time, under the passive oversight of the company's management, these lands have been turned into landfills.

Expert assessments have established that as a result of such actions, the territorial community of the city of Kyiv has suffered material damage amounting to nearly 2.5 billion hryvnias – this is the amount that specialists estimate as the damage caused to the environment due to the dumping of waste on land plots that were not designated for this purpose.

The official has been notified of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine, namely for improper performance of their official duties due to a negligent attitude towards them, which caused severe consequences for the legally protected state and public interests.

The sanction of the article provides for punishment in the form of imprisonment for up to 5 years.

The pre-trial investigation is being conducted under the procedural guidance of the Kyiv City Prosecutor's Office by investigators of the Main Investigation Department of the National Police in Kyiv, with operational support provided by the Main Directorate "I" of the State Bureau of Investigation of Ukraine.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
