Shortage of tickets for international flights: the case of 7 employees of "Ukrzaliznytsia" was referred to the court

The case against the organizer and six participants of a criminal organization has been submitted to the court, who, according to the investigation, profited from the illegal sale of seats on international trains of JSC "Ukrzaliznytsia".
Prosecutors from the Kyiv City Prosecutor's Office and the Solomiansky District Prosecutor's Office of Kyiv have sent an indictment regarding seven employees of the company. They are charged with creating and participating in a criminal organization, as well as abusing their official position for the purpose of obtaining illegal benefits.
It has been established that employees of JSC "Ukrzaliznytsia", taking advantage of the increased demand for tickets for international routes, organized an illegal scheme for transporting passengers without proper documentation. The group members shared the 300-500 euros obtained from each passenger among themselves.
As a result of the failure to receive funds from the sale of tickets for trains No. 67/68 "Kyiv-Warsaw", No. 19/20 "Kyiv-Chelm", 119/120 "Dnipro-Kyiv-Chelm-Kyiv-Dnipro", No. 23/24 "Kyiv-Chelm", No. 89/90 "Kyiv-Przemyśl", No. 351/352 "Kyiv-Chisinau" for the period from 01.01.2024 to 10.12.2024, JSC "Ukrzaliznytsia" suffered losses totaling over 8.7 million hryvnias.
The participants of the illegal ticket scheme were uncovered in December 2024. At that time, prosecutors informed them of the suspicions. Currently, the pre-trial investigation has been completed, and the indictments have been sent to the Solomiansky District Court of Kyiv.
Among the accused is the head of the Primary Trade Union Organization of the Wagon Division at Kyiv-Passenger Station. His actions have been qualified as creating and leading a criminal organization and abusing his official position (Part 1 of Article 255 of the Criminal Code of Ukraine, Part 4 of Article 28, Part 2 of Article 364 of the Criminal Code of Ukraine).
The other six participants of the criminal organization are accused of abusing their official position while being part of a criminal organization (Part 3 of Article 255 of the Criminal Code of Ukraine, Part 4 of Article 28, Part 2 of Article 364 of the Criminal Code of Ukraine). Among them are the head of the reserve conductors at the "Kyiv-Passenger" station and five train chiefs.
The pre-trial investigation was conducted under the procedural guidance of the Kyiv City Prosecutor's Office by detectives of the Territorial Department of the Bureau of Economic Security in Kyiv, with operational support from the DSR of the National Police of Ukraine.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
