Andriy Leshchenko discussed with the deputy prosecutor of the International Criminal Court the investigation of Russian attacks on the energy infrastructure of Ukraine

Deputy Attorney General Andriy Leshchenko held a working meeting with the Deputy Prosecutor of the International Criminal Court, Mama Mandiaye Nyang. The parties discussed further cooperation in the investigation of international crimes committed during the armed aggression of the Russian Federation against Ukraine.
Andriy Leshchenko thanked the team of the ICC Prosecutor's Office for their consistent work in holding accountable those involved in international crimes, particularly for the issued arrest warrants in cases regarding the illegal deportation of Ukrainian children and the massive attacks on Ukraine's energy infrastructure.
Special attention during the meeting was given to the investigation of systematic missile attacks by the armed forces of the Russian Federation on the facilities of the Unified Energy System of Ukraine, which began in October 2022. Currently, this category of crimes is the focus of the International Criminal Court's investigation.
Prosecutors from the Office of the Attorney General, in cooperation with the ICC Prosecutor's Office, provided a significant array of evidence. In particular, representatives of the Court were granted access to materials from criminal proceedings, protocols of site inspections, witness and victim interrogations, forensic examination conclusions, as well as analytical materials from Ukrainian military and intelligence agencies regarding the planning and coordination of missile attacks by the Russian leadership.
In addition, documents and information from the Ministry of Energy of Ukraine, NEC "Ukrenergo," the Ministry of Health of Ukraine, and other agencies regarding the scale of destruction, material damage, and the impact of attacks on critical infrastructure and the civilian population were provided.
As part of the cooperation, representatives of the ICC Prosecutor's Office also conducted a number of procedural actions in Ukraine, including interrogations of representatives from the energy sector, military experts, and investigative bodies.
For the massive attacks on Ukraine's energy facilities, the International Criminal Court issued arrest warrants in 2024 for the commander of the long-range aviation of the Russian Armed Forces, the commander of the Black Sea Fleet of the Russian Federation, as well as the former Minister of Defense of the Russian Federation and the Chief of the General Staff of the Russian Armed Forces.
During the meeting, further steps in the investigation of other international crimes were also discussed, including the illegal deportation of Ukrainian children, crimes against Ukrainian prisoners of war, and civilians in places of detention.
Additionally, during the working meeting, representatives of the ICC and the Office of the Attorney General inspected one of the energy infrastructure facilities damaged by a Russian attack.
The parties confirmed their readiness for further close cooperation, exchange of evidence, and experience to ensure accountability for those involved in war crimes, crimes against humanity, and genocide.
