A scheme for the unlawful acquisition of budget funds allocated by the National Health Service of Ukraine for providing medical services to the population has been uncovered at the Obukhiv Multidisciplinary Intensive Care Hospital.

Under the procedural guidance of prosecutors from the Obukhiv District Prosecutor's Office in the Kyiv region, the director of the medical institution and three of her accomplices have been notified of suspicion. Their actions have been classified as abuse of office committed by a group of individuals in conspiracy (Part 2 of Article 28, Part 1, Part 2 of Article 364 of the Criminal Code of Ukraine).

During the investigation, it was established that from July 2023 to January 2024, the hospital director entered into contracts with the NHSU for the medical care of patients guaranteed by the state using funds from the state budget. Other participants in the scheme, according to the contract, entered false information into the electronic health care system about the provision of medical services by specialized professionals who were, in fact, not present in the medical institution. Among them were a physician in physical and rehabilitation medicine, a physician in therapeutic physical education, a speech therapist, and others.

Subsequently, they prepared, signed, and submitted the relevant reports to the NHSU and received payment monthly for the provision of such services.

The conclusions of the judicial economic examination confirmed that the actions of the officials led to the unjustified allocation of nearly 4.5 million UAH to the medical institution from the budget.

Currently, prosecutors are preparing motions to impose preventive measures on the suspects.

The pre-trial investigation in the criminal proceedings is being conducted by investigators from the Obukhiv District Police Department of the Main Directorate of the National Police in the Kyiv region with operational support from the Criminal Investigation Department in the Kyiv region of the National Police of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
