255 thousand UAH for registration of documents on the presence of mental illness - in Sumy region the next scheme was stopped to avoid mobilization

Under the procedural guidance of the Sumy Regional Prosecutor's Office, on September 11, 2025, a man was notified of suspicion for helping conscripts avoid mobilization for a monetary reward.

According to the investigation, the suspect organized the production of medical documentation that contained false information about the presence of diseases in men of conscription age, which served as grounds for their removal from military registration.

Immediately after receiving 84,000 UAH from the evader, the suspect was detained by law enforcement officers in accordance with Article 208 of the Criminal Procedure Code of Ukraine. Prior to this, a fact of him receiving 168,000 UAH from the mentioned individual was also documented.

The actions of the suspect have been qualified as organizing the illegal transportation of conscripts across the state border of Ukraine and obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period (Part 3 of Article 332 and Part 1 of Article 114-1 of the Criminal Code of Ukraine).

The investigation is ongoing, and the accomplices of the suspect from medical institutions are being identified, as well as the exact number of individuals to whom he helped issue fictitious documents.

The pre-trial investigation is being conducted by investigators of the Investigative Department based on materials from the Migration Police Department of the Main Directorate of the National Police in the Sumy region, in cooperation with employees of the 5th Border Detachment of the State Border Guard Service of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
