23.01.2026
Prosecutors of the Desnyansky District Prosecutor's Office in Kyiv have reported suspicion against a 34-year-old resident of Kyiv who promised to organize the illegal transportation of a conscripted man across the state border of Ukraine.
The suspect works as an orthopedic doctor in one of the private clinics in Kyiv. He told one of his patients that, being from the Chernivtsi region, he knows a way to cross the border with Romania outside of the checkpoint. For organizing the crossing, he asked for 20,000 euros. It was expected that the conscript would either make his way to Chernivtsi on his own or, by agreement, be transported from Kyiv, after which he would cross the border with Romania on foot.
The organizer of the scheme was detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine while receiving the funds.
The actions of the suspect have been qualified under Part 3 of Article 332 of the Criminal Code of Ukraine (organization of illegal transportation of persons across the state border of Ukraine, by prior agreement of a group of persons, committed for mercenary motives).
The pre-trial investigation is ongoing, and the suspect has been chosen a preventive measure in the form of detention with the possibility of posting bail in the amount of 665,000 hryvnias.
The sanction of the article provides for imprisonment from 7 to 9 years, with confiscation of property.
The pre-trial investigation is being conducted by the investigative department of the Desnyansky Police Department of the Main Directorate of the National Police in Kyiv, with operational support from the Department of Internal Security of the National Police of Ukraine.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
